This was written a long time ago, and what he is calling the ICVS does exist now. It is called The Chess Variants Game Courier, and it supports Chess with Different Armies. Ralpha Betza is no longer active, but you can find others to play.

If you are a chessmaster (or at least an expert or candidate master) and want to try a pair of games of Chess with Different Armies, and you're the first to click on the mailme at the bottom of this page, and you don't mind seeing the game appear here (in these pages), choose your armies and let's go!
